The Protecting Elections Resource Portal (hereafter the Portal) is the result of an effort to consolidate existing resources for protecting electoral integrity through a broad review of academic and grey literature. The Portal is developed as a data table that allows users to identify and customize existing remedies based on:
- types of electoral challenges addressed
- types of electoral integrity safeguards covered
- timing of intervention
- types of capacity that the resource aim to build
- gender sensitivity and inclusivity
By clicking on the title of a resource the user will open a link to the relevant article or website in a new tab. Users that are looking for a particular type of resource will be able to filter the database based on the above categories using the control panel above the table. The user specifies values for any or all of the categories, then clicks 'Filter,' and only resources that match those specifications will be shown.

Methodology
A structured literature review was conducted to support the development of the Protecting Elections Resource Portal. It began with a targeted search of grey literature (2010–2025) from global and regional electoral assistance organizations and electoral management bodies, followed by academic sources (2000–2025) using platforms like Google Scholar. An open web search complemented these efforts to ensure broader coverage.
Resources were compiled through a review of relevant grey literature (time range 2010-2025) and open source academic literature (time range 2000-2025). Categorization of resources draws on the concept introduced by the Guide on Knowing and Using The Integrated Framework for Protecting Elections (link to be added). Key terms and concepts include:
Glossary of Definitions
Electoral integrity challenges are risks, threats and crises that can undermine electoral integrity.
Types of resources:
- Knowledge resources are predominantly used to explain the phenomena and develop knowledge.
- Training resources are used to develop/advance practical knowledge and skills
- Assessment and analysis resources are used to develop/advance situational awareness necessary for informed decision-making.
Electoral integrity safeguards:
- Legal safeguards include provisions in a national constitution, election law and other related laws and bylaws. For every electoral challenge defined above, specific legal safeguards likely exist
- Institutional safeguards reflect national stakeholders' capacity to uphold election integrity in challenging situations.
- Management safeguards include processes established by electoral management bodies and other organizations to protect electoral integrity.
The timing of intervention distinguishes:
- Prevention: Interventions to prevent risks from materializing
- Resilience-building: Interventions to ensure that risks and shocks reflecting risk that materialize can be withstood.
- Recovery: Interventions to recover and learn from crises caused by lack of resilience to withstand stresses and shocks.
Gender sensitivity entails consistent and systematic attention to gender-based differences and inequalities between women, men and non-binary people in the formulation, implementation and evaluation of processes and outcomes - with the view to address systemic and structural constraints to gender equality as well as to facilitate the achievement of gender equality and inclusion.
